Bipartisan Senate report finds Donald Rumsfeld directly responsible for persistent abuse of prisoners in Bush admin. war on terror. The report, chaired by Senators Levin (D-MI) and McCain (R-AZ), found that top US officials were complicit in planning for persistent use of banned tactics, even seeking to rewrite the law to make them legal, then ordering their use even after Congress refused to “update” existing law.
