President-elect Barack Obama has reportedly offered the post of White House Chief of Staff to Rep. Rahm Emanuel (D-IL), considered to be one of the most capable organizers in the House of Representatives, with military experience and a no-nonsense approach to policy. Emanuel, who has not yet accepted or declined the offer, is clearly a force in the House, was instrumental in the gains Democrats achieved in 2006 and 2008, and will have to wrestle with the decision to leave Congress.
ABC News reports as follows:
The sharp-tongued, sharp-elbowed, keenly intelligent veteran of the Clinton White House is said to have ambitions to some day be Speaker of the House. But he also has a keen sense of “duty.”
Emanuel’s deep knowledge of a wide range of policy issues, and of the functioning of Capitol HIll, would likely benefit a President Obama in what increasingly seems like it may be the task of negotiating with a powerful Congress of his own party. Obama has promised unity and is expected to do something to include Republicans in his White House, possibly with cabinet-level positions.

ABC’s George Stephanopoulos speculates of the Obama cabinet:
It could include heavyweights like former Treasury Secretary Bob Rubin, former head of Clinton’s council of economic advisors Laura Tyson, maybe former Federal Reserve chair Paul Volcker, and maybe even billionaire investor Warren Buffett.
He is also definitely committed to having Republicans in his cabinet and he’ll likely call John McCain to find some issues where they can work together on.
Chuck Hagel has been bandied about as a name that could find his way into a top-level position, though the Republican senator would also be a likely ally to Obama —the two have traveled and worked together on curbing weapons proliferation, “loose nukes” and security policy— in the Senate. It would not be far-fetched to imagine him at times helping increase a Democratic majority, or sway Dems to back the president, on the right issues.
